Rachel Scarborough, MS, CPM
Program Manager, Texas Certified Public Manager® Program
Rachel is a results-oriented professional with experience in business process analysis, project management, and continuous improvement initiatives. With a proven history of delivering innovative solutions and exceptional results, she has successfully led several improvement and implementation efforts.
Throughout her career, Rachel has strived for operational excellence by streamlining processes, enhancing efficiency, and improving customer satisfaction. She has led quality assurance, training, and process improvement initiatives, achieving cost reductions and long-term success. Acting as a liaison between management and IT, she worked to develop innovative tools that optimized data management and reporting, delivering increased accuracy in billing and compliance while reducing inefficiencies.
After deciding to transition from the private sector to the public sector, Rachel enrolled in the Certified Public Manager® (CPM) Program, which proved to be transformative for both her career and personal growth. When an opportunity became available to work with the CPM program in 2024, she jumped at the chance!
Rachel holds a bachelor’s degree in Business Economics from the University of Arkansas and a master’s degree in Accounting & Information Systems from the University of Tulsa. In addition to her professional work, Rachel is passionate about giving back to her community through volunteer work. She was actively involved with the Aledo Education Foundation before moving to Austin and has dedicated considerable time to supporting the school system. Her work within these organizations reflects her passion for education and her commitment to fostering a positive impact in her community.
Rachel’s curiosity and passion for learning about different cultures and histories were deepened during her study abroad experience at Kansai Gaidai University in Osaka, Japan. She enjoys outdoor activities such as skiing and hiking, along with international travel, baking, reading, and spending time with her family. Rachel and her husband have two children and are members of Lake Hills Church, where they frequently participate in community service activities.
“Develop a passion for learning. If you do, you will never cease to grow.”
