The Balanoff Good Government Award

Congratulations to the 2026 Balanoff Good Government Awardees:

The Town of Ransom Canyon, Texas & The City of Pharr, Texas

About the Award

The Balanoff Good Government Award, named for Dr. Howard Balanoff and Marilyn Balanoff, celebrates the people and places in Texas that make good government more than a goal — it makes it a practice. By recognizing municipalities that live the values Texans expect, the award helps strengthen public trust and encourages others to raise their standards for serving their communities.

This award is built on the Ten Texas Traits of Good Government (2025). To govern well in Texas means being Respectful, Responsive, Effective, Transparent, Competent, Ethical, Lawful, Innovative, Economical, and Accountable. For a practical example of these traits in action, see the January 2026 Texas Town & City article, “Governing Well in Ransom Canyon: The Ten Texas Traits of Good Government.”

Presented by the Texas Certified Public Manager (CPM) Program, the Hobby Center for Public Service at Texas State University, and the CenTex Chapter of the American Society for Public Administration — and proudly sponsored by Bojorquez Law Firm, PC and City Hall Essentials, LLC — this award honors municipal leaders who inspire trust through solid, values-driven public service.

The influence of Howard and Marilyn Balanoff extends well beyond the borders of Texas. Their visionary leadership was instrumental in establishing Certified Public Manager programs and various public administration initiatives throughout the United States and abroad. By championing professional excellence on this broader stage, they have shaped the education and training of public service leaders worldwide, leaving an indelible mark on the field of public administration.
